The Municipal Party Committee and the Municipal Government of the Taihu Lake have recently issued the Opinions on Further Deepening the Prevention and Control of Water Pollution in the Taihu Lake Lake (hereinafter referred to as the Opinions), which, in combination with the reality of Wuxi's governance of the Taihu Lake, defines 21 measures based on the five principles of source governance, governance, comprehensive governance, governance by law and long-term governance, and strives to win the lasting battle for the governance of the Taihu Lake.

　　Hold the bottom line and buy time for fundamental governance

It is reported that on April 1 every year, the waters of the Taihu Lake Lake in Wuxi enter a safe summer. This year is the ninth safe summer. As the "inflection point" of the fundamental improvement of the Taihu Lake Lake's water quality has not yet appeared, the situation of ensuring drinking water safety and preventing large-scale lake flooding is still grim.

In the new round of the Taihu Lake Lake governance, "two guarantees" continue to be listed as the main task. The relevant person in charge of the the Taihu Lake Lake Office in Wuxi said that "two guarantees" are the bottom line of the governance work. "Only by holding the bottom line and consolidating the effectiveness of the governance over the past eight years can we win time for the fundamental governance of the Taihu Lake Lake."

The safety issue of secondary water supply has always been a concentrated drinking water problem reported by citizens. The Wuxi Municipal Administration and Garden Bureau will accelerate the upgrading and renovation of the old urban tap water pipeline network, study and formulate a plan for the takeover and renovation of secondary water supply facilities, and ensure that water from the water source enters the homes of every citizen.

In the summer of 2014, the Wuxi Water Resources Bureau piloted the construction of a blue-green algae transportation pipeline between Yangwan and the fishing port, effectively improving the processing capacity. This pilot experience will also be promoted throughout the city, accelerating the construction of algae transportation pipelines and peak shaving pools, achieving interconnection and two-way transportation between algae water separation stations such as Huangnitian Renzi Port and Xuxian Port. By the end of 2018, a relatively complete algae transportation pipeline network system will be basically built within the urban area.

　　Vigorously reduce emissions and shrink the "molecule" of pollutants entering the lake

Li Xiaomin, member of the Standing Committee of the CPC Jiangsu Provincial Committee and secretary of the CPC Wuxi Municipal Committee, used the mathematical relationship of "molecules" and "denominators" to explain the importance of pollutant emission reduction in simple terms: if the pollutants entering the lake are compared to "molecules" and the total water volume of the Taihu Lake Lake is compared to "denominators", the "denominator" of the total water volume of the lake is increased by means of water diversion and drainage, which is only a way to control the lake, and it is difficult to fundamentally solve the problem. Only when the 'molecules' gradually shrink, will the water quality gradually improve.

Not only should we analyze and tackle industrial pollution, domestic pollution, and other sources one by one, but we should also draw a roadmap for action from macro aspects such as adjusting industrial structure and optimizing spatial layout. The goal of developing such a road map is to significantly reduce the total amount of pollutants entering the lake, so that it can gradually return to the environmental capacity of the Taihu Lake Lake.

Among all pollutants, total nitrogen and total phosphorus indicators have always been on the high side, which has become a "short board" and "weak point" affecting the further improvement of the Taihu Lake Wuxi waters. When reducing the total amount of pollutant emissions, strengthening the control of total nitrogen and total phosphorus has become a key concern for Wuxi City. Wuxi will increase its efforts in scientific and technological research, strive to make breakthroughs in key technologies such as nitrogen and phosphorus control, and study and implement policies for total phosphorus and total nitrogen discharge fees, taking multiple measures to reduce the total amount of these two pollutants entering the lake.

The treatment of the Taihu Lake Lake is only ongoing, but not completed. It is reported that Wuxi has established the the Taihu Lake Lake Governance Working Group, with the Municipal Party Committee and the Municipal Government as the main group leaders, strengthening the awareness of "the Party and the government share the same responsibility" and common responsibility.

The Measures for Target Task Management and Assessment of Comprehensive Treatment of Water Environment in the Taihu Lake Lake in Wuxi City has been revised and improved. The assessment focusing on the improvement of environmental quality has been replaced by the assessment focusing on the implementation of engineering projects. ”The relevant person in charge of the the Taihu Lake Lake Office said.

The construction of projects is closely related to the effectiveness of governance, and financial support is the foundation for project advancement. Wuxi will improve the diversified investment mechanism, broaden and innovate financing channels, give full play to the role of market leverage, encourage private capital, especially state-owned enterprises, to participate in the comprehensive treatment of the Taihu Lake Lake water environment, and explore the establishment of paid use of water resources and property rights transactions in the the Taihu Lake Lake basin.
