After the institutional reform, the newly emerged Shanghai Customs has made "additions" in security control and "subtractions" in customs clearance, providing greater convenience for domestic and foreign enterprises while implementing the overall security concept.

In terms of security control, Shanghai Customs has added responsibilities such as health quarantine, animal and plant quarantine, commodity inspection, and import and export food safety supervision on the basis of the original security access (exit) and tax collection and management risk prevention and control. By establishing an information aggregation, optimization, and coordination risk prevention and control system, it promotes full chain management, strengthens intelligent supervision and regulation.

In terms of promoting trade facilitation, inspection and quarantine operations have been fully integrated into the overall framework of the national customs clearance integration "two centers and three systems", optimizing operational processes, reducing unnecessary operational links and procedures, thereby reducing clearance costs and improving clearance efficiency.

It is reported that the "Three Ones" ("One Declaration, One Inspection, One Release"), transportation vehicle boarding inspection, radiation detection, mail supervision, express delivery supervision, customs declaration and inspection enterprise qualification registration, and external "One Window" processing in seven business areas at Shanghai Port have been optimized and integrated, achieving "one port, one processing" and unified replacement of business documents and seals.

The customs clearance process has also been further simplified: the travel inspection and supervision operation has been integrated and optimized from 8 before the reform to 5; The inspection and supervision process for transportation vehicles has been reduced from three to two; The email supervision process has been optimized and integrated from 17 to 6; The express supervision process has been optimized and integrated from 9 to 4.
