1、 System Overview

The TK-1200 factory boundary/plant gaseous pollutant online monitoring system is completely independently developed, with performance indicators reaching and exceeding the level, ultra-high system stability and safety reliability, real-time and accurate measurement results, and low maintenance and operating costs. Meet the monitoring requirements of national and industry standards for air pollutants in the factory area, factory boundary, and surrounding areas.

In response to this round of heavy pollution weather, seven mobile inspection teams from the Ministry of Environmental Protection have continued to conduct special inspections in Beijing, Tianjin, Shijiazhuang, Tangshan, Baoding, Xingtai, and Anyang cities. Yesterday, a total of 173 sensitive locations were inspected and 120 problems were found.

The inspection found that emergency response plans for heavy pollution weather in some cities were not fully implemented. For example, Tangshan City issued an orange warning for heavy air pollution, requiring all cement grinding enterprises to stop production. However, during a spot check from 1:00 am to 5:00 am on April 3, it was found that all three grinding station enterprises in Fengrun District, Tangshan City, including Jingfeng Cement Plant, Tangshan Jinshan Cement Co., Ltd., and Tangshan Fushun Cement Co., Ltd., were in production. Among them, Tangshan Fushun Cement Co., Ltd. was in a state of shutdown during the inspection on the afternoon of April 2, and resumed production after the inspection team left.

The inspection also found that some companies had falsified their online monitoring data for air pollutants. The online monitoring facilities of Nanxian District Heating Co., Ltd. in Xingtai City were found to be fraudulent. After investigation with the cooperation of the department, it was discovered that the enterprise operators had falsified the online monitoring system and displayed emission concentrations fluctuating within a small range. At present, Nanhe County has implemented administrative measures against the responsible persons. The online monitoring data of sulfur dioxide from Fengyuan New Materials Co., Ltd. in Neihuang County, Anyang City is negative. Tangshan Shengxue Dacheng Tangshan Pharmaceutical Co., Ltd.'s 15 ton boiler online monitoring peristaltic pump tube ruptured, causing dilution of the original flue gas and inaccurate online data; Tangshan Zhengfeng Iron Tower Manufacturing Co., Ltd.'s online monitoring of heating furnace flue gas analyzer does not match the data from the industrial computer, with a difference of more than three times. The data acquisition instrument has not yet been connected to the internet; Tangshan Fuhaixin Iron and Steel Co., Ltd.'s online monitoring and analysis instrument for heating furnace flue gas shows obvious abnormalities in data, with zero sulfur dioxide data. The data acquisition instrument was also turned off without authorization, and the data could not be transmitted to the monitoring platform.

During inspections, some companies even deceived law enforcement personnel and refused to accept inspections. Shijiazhuang Lilong Ceramics Co., Ltd. has idle desulfurization facilities, illegally discharges kiln waste gas, and there is leakage in the phenol water tank. During inspection, the desulfurization facilities were temporarily opened, and the inspection team shut down the desulfurization tower 5 minutes after leaving. Beijing Tongzhou District Lifengyagao Great Wall Printing Co., Ltd.'s exhaust gas purification facilities have not been activated, and the company forged facility operation records to deceive inspectors. Dongliang Veneer Factory in Xingtai Development Zone refused to accept inspection after the inspection team and local environmental protection department issued certificates for law enforcement. In addition, inspections have found that the rectification of "scattered and polluting" enterprises has not been implemented, and some local governments have been slow to take action.
