In the Clean Air Act Amendment (CAAA) enacted by the US Congress in 1990, the non-profit Leland Center was responsible for investigating and researching the health risks faced by the public in toxic gas polluted air The Leland Center is a private/public collaborative research institution that leads companies, academia, and government scientists to develop a reasonable peer review program for toxic air research. This program has received joint support from private institutions and the U.S. Environmental Protection Agency (EPA)
