Regarding the ongoing special inspection of air quality in the first quarter of 2017, Chen Jining stated that problems should be discovered through inspection, and local governments should be held accountable. Those who are found to have multiple responsibilities should be held accountable and interviewed. Those whose responsibilities are unclear should have their institutional cage tightened through this inspection. Chen Jining emphasized that this year there will be one or two more special inspections of the entire region to maintain a high-pressure law enforcement situation and improve the environment. Environmental inspections need to transmit pressure layer by layer. Yesterday afternoon at around 5:30 pm, Chen Jining answered questions about the special inspection of air quality in the first quarter of this year for more than 6 minutes in the ministerial channel. In his answer, a clear signal was released: this year, we will maintain a high-pressure situation in environmental law enforcement, transmit environmental pressure layer by layer, and strengthen the implementation of responsibilities. This inspection is a special inspection organized jointly by us and the environmental protection departments and bureaus of the surrounding provinces in Beijing Tianjin Hebei. It lasted for a month, and more than 260 people were selected to form 18 inspection teams with 54 groups. The background of our inspection is mainly the occurrence of multiple heavy pollution weather events since the beginning of winter, so the situation of air pollution control is relatively severe, "said Chen Jining. Speaking of which, he extended two fingers to further emphasize that this inspection has solved two problems, one of which is to transmit pressure layer by layer. Therefore, the focus of this inspection is on the implementation of environmental protection work in districts and counties. District and county are the current difficulties and weak links in environmental protection work. The second is to implement responsibilities, dividing the Beijing Tianjin Hebei region into more than 37000 3 × 3 square kilometers grids. Among these grids, about 400 hotspots account for 40% of emissions, and about 3000 hotspots account for about 80% of emissions. When it comes to dust pollution, Chen Jining specifically pointed out that dust pollution is very prominent in northern regions, especially in the Beijing Tianjin Hebei region and surrounding areas, and has a significant impact on PM2.5. The areas with good dust control in the Beijing Tianjin Hebei region have about 9 tons per square kilometer per month, while the areas with poor control have 15-16 tons per square kilometer. It is necessary to reduce dust and urge local governments to take targeted measures for dust control. It is reported that currently, the inspection team of the Ministry of Environmental Protection has inspected nearly 6000 departments, units, and enterprises, and found more than 2000 problems. A list of problems has been established and all have been handed over to local governments for rectification and implementation.
