Yinchuan, China Central Radio, June 23 (Reporter Xu Xinxia) Recently, the Leading Group for Energy Conservation and Emission Reduction in Ningxia Hui Autonomous Region issued the "2016 Key Work Arrangements for Air Pollution Prevention and Control in the Whole Region" to relevant departments of cities, counties (districts), and autonomous region governments. The document clarifies the goals and key tasks for improving air environment quality in various regions in 2016, and requires the proportion of days with excellent air quality in cities to reach 75% throughout the year. According to the document requirements, in 2016, the average concentration of inhalable particulate matter (PM10) in all prefecture level cities (including Ningdong base) in the region decreased by 7.4% compared to 2015, the average concentration of fine particulate matter (PM2.5) decreased by 2.3% compared to 2015, and the annual average concentration of sulfur dioxide and nitrogen dioxide remained at the level of 2015. Specific measures include accelerating the phasing out of coal-fired boilers in urban built-up areas through centralized heating, coal to gas, coal to electricity, and other measures. Each county (city, district) urban built-up area will phase out coal-fired boilers with a capacity of less than 10 tons per hour. In 2016, the entire district plans to phase out 344 coal-fired boilers. Key industries such as thermal power, steel, cement, and non-ferrous metals, as well as coal-fired boilers, strictly adhere to the requirements of atmospheric pollutant emission standards and special emission limits, and deepen the reduction of major pollutants such as sulfur dioxide, nitrogen oxides, and particulate matter to achieve stable and compliant emissions. The entire region plans to implement 226 desulfurization, denitrification, and dust removal projects. Implement strict environmental impact assessment approval for new, renovated, and expanded volatile organic compound (VOCs) projects, standardize the exhaust gas discharge outlets of existing VOCs emitting enterprises, carry out exhaust gas end of pipe compliance treatment, and strengthen the management and supervision of oil and gas recovery in gas stations and oil depots. Key implementation of volatile organic compounds (VOCs) control in the petrochemical, coal chemical, and biological fermentation industries. The plan is to complete the oil and gas recovery and management of gas stations, oil storage tanks, and tank trucks in Yinchuan and surrounding areas by the end of this year. Newly built gas stations, oil storage depots, and newly configured oil tankers without synchronized oil and gas recovery devices shall not be inspected or approved for use by any department. At the same time, construction site dust is also included in the annual assessment. The overall compliance rate should reach 90% (99% in the urban area of Yinchuan) in four aspects: standardized enclosure around the construction site, dust cover for material stacking, vehicle washing, and ground hardening at the construction site, and the completeness rate of dust prevention and control measures should reach over 90% (99% in the urban area of Yinchuan). In addition, Ningxia will increase investment in environmental sanitation facilities, especially in the purchase and operation maintenance of cleaning (washing) equipment, and vigorously improve the mechanization level of urban road cleaning and sanitation operations. In 2016, the level of mechanized cleaning and sanitation in cities and counties along the Yellow River reached over 60%, with Yinchuan city reaching over 75% and other prefecture level cities reaching over 65%. Main streets and streets suitable for mechanized cleaning should fully implement mechanized cleaning operations. In addition, measures such as dust control in storage yards, dust control in mining areas, promotion of garden city construction, and control of domestic source pollution, such as promoting the treatment of catering oil fume pollution, are being taken simultaneously. At the same time, the entire district requires the elimination of 20300 yellow label and old vehicles, strict testing of motor vehicle exhaust, strict issuance of environmental protection qualification marks, ensuring that motor vehicle exhaust meets standards, vigorously promoting the use of new energy vehicles, and ensuring that the proportion of new energy vehicles in newly added or updated vehicles in cities is not less than 20%. Multiple measures are expected to control air quality within the required range.
