Regulatory requirements for evaluation:

(1) If the applicant determines through hazard identification that the product does not contain any potential safety risk substances, they can submit a corresponding commitment letter. The commitment letter should state the applicant's analysis process for hazard identification of the product and the reasons why the product does not contain any potential safety risk substances.

(2) If the applicant believes that the product contains potential safety risk substances after hazard identification, they should submit corresponding risk assessment materials.

Cosmetic Safety Assessment ReportIt should include the following content:

(1) The sources of potential safety risk substances in cosmetics.

(2) Overview of safety risk substances, including their physicochemical and biological properties.

(3) The content and corresponding detection methods of safety risk substances that may exist in cosmetics (or raw materials), and provide corresponding information.

(4) A brief review of the restriction levels or concentrations of potential safety risk substances in cosmetics, raw materials, food, water, air and other media (if any) in domestic and foreign regulations or literature.

(5) Toxicological information: A brief description of the toxicological information on potential safety risk substances in cosmetics, including at least whether they have been classified as carcinogens by the International Agency for Research on Cancer (IARC). According to the general principles of toxicology test methods in the current "Hygienic Standards for Cosmetics", provide corresponding toxicological data summaries. According to the characteristics of potential safety risk substances, information on certain corresponding items may be increased or decreased.

(6) Risk assessment should follow the basic procedures of risk assessment, combined with the characteristics of the declared product. The risk assessment report should include specific assessment content and its conclusions.

(7) If the formula contains plant derived raw materials, for plant materials that are directly used after mechanical processing, the possibility of pesticide residues should be explained; For plant derived raw materials that require further extraction and processing besides mechanical processing, if necessary, the possible presence of pesticide residues should also be explained.

(8) Relevant technical data that can reduce the content of potential safety risk substances in products under existing technological conditions, and submit measures for process improvement if necessary.
