Overview
The regulatory requirements for cosmetic safety evaluation and assessment are: (1) If the applicant determines through hazard identification that the product does not contain any potential safety risk substances, they can submit a corresponding commitment letter. The commitment letter should state the applicant's analysis process for hazard identification of the product and the reasons why the product does not contain any potential safety risk substances. If the applicant believes that the product contains potential safety risk substances after hazard identification, they should submit corresponding risk assessment materials.
Product Details
Safety evaluation of cosmeticsIt refers to a type of method for evaluating the safety of cosmetics using the principles and methods of toxicological testing of cosmetic substances recommended by the Organization for Economic Cooperation and Development. Based on the risk assessment data of the raw materials used in cosmetics, combined with the exposure levels such as product usage, dosage, and residue, a risk assessment of cosmetic products is conducted to ensure product safety.

Safety evaluation of cosmeticsToxicology is the science of studying the physiological harm that chemicals may cause and evaluating whether chemicals can be safely used. From a purely scientific perspective, the safety evaluation viewpoints, experimental items and methods, and safety evaluation of drugs and other chemical substances for cosmetics are similar.

For new ingredients in cosmetics, the following toxicology tests are generally required:

1. Acute oral and dermal toxicity tests;

2. Skin and acute eye irritation/corrosiveness tests;

3. Skin reaction test;

4. Skin phototoxicity and photosensitivity test (this test is required for materials with ultraviolet absorption characteristics);

5. Mutation test (should include at least one gene mutation test and one chromosome aberration test);

6. Subchronic oral and dermal toxicity tests;

7. Teratoxicity test;

8. Chronic toxicity/carcinogenicity combination test;

9. Toxicological metabolism and kinetics experiments;

10. Other necessary tests may also be considered based on the characteristics and uses of the raw materials. If the chemical structure and characteristics of the new raw material are similar to those already used in cosmetics, it may be considered to reduce certain tests.

Makeup safety risk assessment is the scientific evaluation of known or potential adverse effects on human health in cosmetics using existing scientific data. The safety risk assessment of cosmetics can effectively reflect the potential risks of cosmetics.
