Through a solid process of tackling challenges in the past few years and industrial transformation, a large number of "two highs" polluting enterprises have been reduced in terms of industrial structure. In terms of transportation structure, the pollution control of heavy trucks and the promotion of the replacement of new energy vehicles have effectively reduced the exhaust pollution of motor vehicles. However, the industrial structure dominated by heavy chemical industry and the energy structure dominated by coal have not fundamentally changed. At the same time, many traditional industrial clusters in many places still suffer from inadequate pollution control, as well as unorganized emissions from high-density clusters of automotive repair, printing, automotive oil, spraying, and other industries, some of which have not yet been substantially addressed.

During the 14th Five Year Plan period, the Ministry of Ecology and Environment released the second edition of the "Practical Manual for the Management of Volatile Organic Compounds". The key points of the VOCs policy standards in Part 2 of the manual indicate the emission control requirements for VOCs organized emission sources (including VOCs unorganized waste gas collected and converted into organized emission sources). For key areas, the treatment efficiency of organized waste gas (or unorganized collected waste gas) should not be less than 80%, except for raw and auxiliary materials that comply with national regulations on low VOCs content products.
In Part 3 of the document, the selection and operation maintenance requirements for VOCs end of pipe treatment technologies are pointed out. There are many practical VOCs end of pipe treatment technologies, mainly including adsorption, combustion (high-temperature incineration and catalytic combustion), absorption, condensation, biological treatment, and their combination technologies. At present, the treatment methods are combustion technology and combination technology, and the purification efficiency can reach up to 99%.

As shown in the above figure, various VOCs treatment technologies have their own applicable scope, and they have different requirements for factors such as exhaust gas composition and concentration, temperature, humidity, and air volume.
Therefore, when selecting governance technologies, enterprises should aim to meet emission standards, based on exhaust conditions, and consider technical feasibility and economic feasibility from multiple aspects. For low concentration VOCs, it is recommended to use a combination of concentration and incineration technology for deep treatment. Common efficient combination processes include zeolite wheel concentration+regenerative incineration (RTO)/catalytic combustion (CO)/regenerative catalytic combustion (RCO) technology.
