The bidder is Deqin County Housing and Urban Rural Development Bureau, and the bidding agency is Yunnan Kangrong Engineering Project Management Consulting Co., Ltd. 2.3 Construction location: Jushui Village, Shengping Town, Deqin County
 

2.4 Construction Content and Scale:
 

This project is located in Wunongding Group, Shengping Town, Deqin County, Diqing Prefecture, covering an area of 1755.2 square meters. Build a new 30t/d garbage incineration plant and its ancillary buildings, mainly including the construction of an incineration plant building, a smoke removal equipment plant building, 30t/dgarbage incineratorComplete equipment and central control system, as well as one set of supporting weighing scales and other ancillary facilities within the factory area. The total investment for project construction is 24.7976 million yuan.
 

Note: If there are any changes to the project, the final design results shall be subject to the actual requirements of the tenderer (the tenderer reserves the right to adjust the scope of design work, and the winning bidder must cooperate unconditionally). The final implementation content and project implementation time shall be subject to the project task book issued by the tenderer and the approved construction drawings.
 

2.5 Bidding Scope: The construction drawing design and general contracting of the construction project within the scope of this project include but are not limited to the following work:
 

(1) Construction drawing design: Complete the construction drawing design of this project, provide a complete set of design results data according to the design specifications and archive them, cooperate with the drawing review agency to complete the construction drawing review and organize expert argumentation, obtain review opinions, expert consultation, data collection, complete the approval work of relevant government departments and other related drawing design work until the completion and acceptance of this project. The specific work shall be subject to the actual commission notice of the tenderer.
 

(2) Engineering construction: Complete the construction of this project, including the scope of the construction drawings and meeting the requirements of the employer and the construction related to the project, assist and cooperate with the tenderer to complete the project completion acceptance, completion acceptance filing, engineering settlement, completion final settlement, engineering audit, data transfer and other work, as well as handle administrative approvals related to engineering construction and provide services such as defect repair and warranty work during the engineering warranty period.
 

2.6 Quality Requirements:
 

(1) Quality requirements for engineering design: The design results shall comply with relevant national, industry, and local laws, regulations, design specifications, and technical requirements, and meet the requirements of the tenderer.
 

(2) Construction quality requirements: Meet the relevant construction quality acceptance standards currently issued by the country, ensure that each special project passes the acceptance and meets the qualified engineering acceptance standards, ensure one-time acceptance is qualified, and be responsible for the construction quality for life.

　　3、 Qualification Requirements for Bidders
 

3.1 Bidders must be legal entities or other organizations established within the territory of the People's Republic of China in accordance with the law, with independent legal person qualifications and the ability to independently assume civil liability. They must have valid business licenses or certificates of legal persons for public institutions, and also possess the following qualifications issued by the national construction administrative department (if the same bidder does not possess the following qualifications at the same time, a consortium bidding can be formed).
 

(1) Design qualification requirements: Having a comprehensive Class A engineering design qualification issued by the national administrative department or a Class B or above qualification in the construction industry (construction engineering), and possessing corresponding design capabilities in personnel, equipment, funds, etc. Two or more legal persons with the same legal representative, parent companies, wholly-owned subsidiaries, or different units with controlling management relationships shall not bid simultaneously in the same design bidding.
 

(2) Construction qualification requirements: Possess the third level (including third level) or above qualification for general contracting of construction projects issued by the national administrative department, have a valid safety production license, and have corresponding construction capabilities in personnel, equipment, funds, and other aspects.
 

3.2 Financial Requirements: Bidders with good bank credit and commercial reputation, in good financial condition, not in a state of being ordered to suspend business, frozen assets, taken over or bankrupt, providing financial reports audited by accounting firms or auditing institutions in the past year (2023 or 2024), including financial audit reports, balance sheets, income statements, cash flow statements, statements of changes in owner's equity and notes. Bidders established less than one year shall provide financial reports from the establishment to the present, including balance sheets, income statements, cash flow statements, statements of changes in owner's equity and their notes (for consortium bidding, all parties of the consortium shall provide them).
 

3.3 Requirements for project management personnel to be deployed:
 

(1) The project leader is required to obtain the corresponding engineering construction registration and practice qualifications, including a second level registered constructor (construction engineering major), be a member of the bidder's own unit, provide labor contracts and social security certification materials, hold intermediate (including) or above technical titles, and have no ongoing or pending projects.
 

Note: The project leader can be the same person as the construction leader (project manager), but they must also meet the qualifications specified in "(1) and (2)" of section 3.3.
 

(2) The construction manager (project manager) requires that the project leader to be appointed for this project must have a registered construction engineer qualification of Level 2 or above in construction engineering, be a member of the bidder's own unit, provide labor contracts and social security certification materials, have a valid safety production assessment certificate (B certificate), hold intermediate (including) or above technical titles, and have no ongoing or pending projects. If bidding is conducted in the form of a consortium, it shall be provided by the unit responsible for construction in the consortium.
 

(3) Design Director Requirements: The design director to be assigned to this project should have the qualification of a first level registered architect, be a member of the bidder's own unit, provide labor contracts and social security certification materials, and have intermediate (including) or above technical title certificates. (If bidding in the form of a consortium, the unit responsible for design in the consortium shall provide them). If it is a retired person, proof of re employment must be provided.
 

(4) The construction technology leader is required to hold a technical title of intermediate or above (including intermediate) in the relevant field, and be a member of the bidder's own unit. They must provide labor contracts and social security proof materials.

The above personnel shall provide their professional qualification certificate or job certificate. All personnel in this project team (including authorized agents participating in the bidding) must be employees of the bidding unit and provide proof of social insurance participation in the bidding unit for any month from January 2025 to present.
 

3.4 Credit requirements:
 

(1) Currently not disqualified from bidding by the construction administrative department, provide a commitment letter. (If it is a consortium, all parties of the consortium need to provide).
 

(2) Bidders (if they are a consortium, they are all members of the consortium) should not be listed as dishonest persons subject to enforcement or parties to major tax violations on the "Credit China" website, Credit China (Yunnan), and the National Enterprise Credit Information Publicity System. The deadline for credit inquiry for bidders participating in this project is from the date of the bidding announcement to the bidding deadline.
 

(3) According to the Implementation Opinions of the General Office of the People's Government of Yunnan Province on the Comprehensive Governance of Wage Arrears for Migrant Workers (Yunzhengbanfa [2016] No. 68), if the winning bidder engages in significant illegal acts of wage arrears during the bidding process of engineering projects, their qualification to win the bid will be cancelled. At the time of bidding, the bidder promises in the bidding documents that they have not withheld farmers' wages in the past three years and are responsible for their authenticity. (The bidder promises on their own, and if a consortium bids, it will be provided by the leader).
 

3.5 The bidding for this project accepts consortium bidding.
 

The consortium bidding shall meet the following requirements:
 

The number of members in the consortium shall not exceed 2 (including 2), and the leader must be the construction unit, meeting the following requirements:
 

1) The members of the consortium shall sign a consortium agreement, clearly specifying the work and responsibilities that each party intends to undertake, and submit the consortium agreement to the tenderer together.
 

2) The bidding documents of the bidder and the contract agreement signed after winning the bid are legally binding on all members of the consortium.
 

3) After the consortium wins the bid, all members of the consortium shall jointly sign a contract with the tenderer and assume joint and several liability to the tenderer for the performance of the contract.
 

4) A consortium composed of units in the same profession shall determine their qualification level based on the unit with a lower qualification level.
 

5) For consortium bidding, the bid security submitted in the name of the leader of the consortium shall be binding on all members of the consortium.
 

6) Two legal entities or other organizations may form a consortium to jointly bid as one bidder. After the members of the consortium sign a joint bidding agreement, they shall not bid separately in their own name, nor shall they form a new consortium or participate in other consortia to bid in the same project. The qualification of the consortium should comply with the provisions of laws and regulations, and be recognized according to the division of labor stipulated in the consortium agreement.
 

　　4、 Acquisition of bidding documents
 

4.1 For those who intend to participate in bidding, please enter the Yunnan Provincial Public Resource Trading Information Network (choose Diqing Prefecture) and obtain the bidding documents and other bidding materials (electronic bidding documents) online with the enterprise digital certificate (CA) before the deadline for obtaining the bidding documents. This is the only way to obtain the bidding documents.
 

4.2 Time for obtaining bidding documents: January 13, 2026 to January 19, 2026. According to the online announcement time of Yunnan Provincial Public Resource Trading Information Network (choose Diqing Prefecture).

　　5、 Submission of bidding documents
 

5.1 Deadline for uploading bidding documents (bidding deadline, the same below): 09:30 Beijing time on February 4, 2026.
 

5.2 Online Upload: The online upload website is Yunnan Provincial Public Resource Trading Information Network (choose Diqing Prefecture), and bidders must complete the upload of all bidding documents before the bidding deadline. Bidders shall upload all bidding documents according to the requirements of the online bidding system based on the project they intend to bid for. After uploading the bidding documents, they must check the completeness of the bidding documents themselves and confirm their signatures before completing the online upload of all bidding documents. Bidders may print the 'Upload Bid Document Receipt' themselves. If the transmission of the bidding documents is not completed before the deadline for bidding, it shall be deemed as the withdrawal of the bidding documents.
 

5.3 Other requirements: After uploading the bidding documents online, the encrypted digital certificate (CA) must be used to decrypt the bidding documents at the bid opening in accordance with the following requirements before the bidding documents can be read or imported. If the bidding documents are not decrypted due to the bidder's reasons, it shall be deemed as the withdrawal of their bidding documents. If the bidding documents are uploaded after the deadline or not uploaded as required, it shall be deemed as the withdrawal of the bidding documents and the tenderer shall not accept them.
 

(1) This project adopts online intelligent bid opening remote decryption for decryption. Bidders should log in to the Yunnan Provincial Public Resource Trading Information Network (select Diqing Prefecture) and follow the "Online Intelligent Bid Opening Remote Decryption Operation Guide (Bidders)" to complete remote decryption, view the bid opening list, and other related operations. The decryption time for this project is 30 minutes. If the bidder fails to decrypt all the bidding documents within the specified time, it will be considered an invalid bid and will no longer enter the evaluation stage.
 

If the bidding documents cannot be decrypted normally due to special reasons such as the bidding system, bidding site network, equipment, etc., after verification and approval by relevant departments, online decryption instructions can be issued again to extend the decryption time.
