May 5th, 2026; The Hong Kong Special Administrative Region Government and the Dongguan Municipal Government deepen strategic coordination and jointly build a sustainable aviation fuel industry chain in the Greater Bay Area. Under the leadership of the Hong Kong SAR government, EcoCeres, a locally incubated sustainable fuel and green molecule producer in Hong Kong, has signed an investment intention agreement with the Dongguan Municipal People's Government to establish the first complete sustainable aviation fuel (SAF) industry chain in the Guangdong Hong Kong Macao Greater Bay Area, marking a new level of cooperation between the two places in the development of green energy and energy independence.

Mr. Li Jiachao, Chief Executive of the Hong Kong Special Administrative Region, Dr. Li Jiajie, Chairman of Hong Kong and China Gas Company Limited and Founder of Fu Sheng Capital, Mr. Wei Hao, Secretary of the Dongguan Municipal Party Committee, Mr. Wang Jie, Deputy Director of the Third Bureau of the Central Hong Kong and Macao Affairs Office, Mr. Liu Guangbin, Standing Committee Member of the Dongguan Municipal Party Committee, Mr. Zeng Jianpeng, Standing Committee Member of the Dongguan Municipal Party Committee and Executive Vice Mayor of the Municipal People's Government, Mr. Chen Yinglong, Co Chairman of Yisli, and Mr. Tan Chuqiao attended the signing ceremony.
Speech by Mr. Li Jiachao, Chief Executive of the Hong Kong Special Administrative Region
Chief Executive Li Jiachao stated that promoting the development of the sustainable aviation fuel (SAF) industry chain is a concrete action taken by Hong Kong to align with the national "15th Five Year Plan" and respond to the national green development strategy. The Hong Kong SAF production base project settled in Dongguan today is an important milestone in the coordinated development of enterprises between the Hong Kong and Dongguan governments. This is a successful result of the Hong Kong Special Administrative Region government's practice of administrative leadership. It is a demonstrative project that combines a proactive government with an efficient market in both Hong Kong and Dongguan. It is also a demonstration achievement of complementary advantages between the two places and serving the country's "dual carbon" goals. ”
Speech by Mr. Wei Hao, Secretary of Dongguan Municipal Party Committee
Dongguan Municipal Party Secretary Wei Hao said, "Dongguan and Hong Kong are geographically close, with close human and business connections. The cooperation between the two places has a long history and fruitful results; The Hong Kong International Airport Center is a vivid footnote to the win-win cooperation between Dongguan and Hong Kong. The decision of Yisli Sustainable Aviation Fuel Project to settle in Dongguan is a high recognition of Dongguan's industrial foundation, business environment, and location advantages. It is also a strategic vision to seize the opportunity of global green and low-carbon transformation and deeply cultivate the Greater Bay Area market. We believe that the Yisli project can fully draw on successful practices such as the airport center, ride on the momentum of the construction of the Guangdong Hong Kong Macao Greater Bay Area, and become another benchmark project and successful example of deep cooperation between Dongguan and Hong Kong, providing solid support for building a sustainable aviation fuel industry chain and promoting waste reduction and recycling. ”
The Hong Kong SAR government mentioned in last year's policy address that in order to accelerate the landing of green technologies and build an influential new quality productivity industry chain, the SAR government will negotiate with the mainland government to lead a local enterprise of a major global SAF supplier to develop in the Greater Bay Area, covering upstream raw material collection, factory opening, and large-scale production, in line with the target of using a specified SAF ratio for flights departing from Hong Kong International Airport by 2030, and enhance the competitiveness of Hong Kong's aviation and new energy industries.
The Hong Kong SAR government is committed to supporting and promoting the development of the SAF industry, laying the foundation for the Greater Bay Area's leading position in the global SAF field. The joint construction of a sustainable aviation fuel industry chain between Hong Kong and Dongguan, relying on the new factory built by Yisli in Dongguan, is expected to produce approximately 450000 tons of SAF and hydrogenated vegetable oil (HVO) annually. This can form an end-to-end industry chain cooperation model of "Greater Bay Area biomass waste, Dongguan refining production, Hong Kong blending, injection and trading", and also help promote the development of regional circular economy.
Speech by Dr. Li Jiajie, Chairman of Hong Kong China Gas Company Limited and Founder of Fu Sheng Capital
Yisli was founded by Hong Kong's China Gas Incubation, utilizing innovative and independently developed integrated technologies to refine and convert biomass waste, including waste cooking oil, into sustainable aviation fuel. Dr. Li Jiajie, Chairman of Hong Kong and China Gas Company Limited and Founder of Fu Sheng Capital, said, "We are delighted that the green unicorn company Yisli, which was born and raised in Hong Kong, has developed into the world's second-largest producer of SF. By leveraging Hong Kong's "reliance on the motherland and connectivity with the world" as an international aviation hub, combined with Dongguan's solid industrial foundation and complete industrial supporting facilities, a world-class SAF industry chain can be built in the Greater Bay Area. This not only meets the increasing demand for SAF in the global aviation market, but also adds new momentum to regional and national economic development. “
At present, the challenge of climate change is becoming increasingly severe, and the transportation industry, including aviation, is one of the main sources of global greenhouse gas emissions, accounting for about 16% of global greenhouse gas emissions. Carbon reduction is the trend. Many countries and regions have successively implemented long-term plans for the use of SAF, and major aviation hubs around the world have entered the stage of SAF industrialization competition. The growth rate of market demand will exceed the growth rate of new production capacity. Industry research shows that by 2030, the global demand for SAF and HVO will be approximately 45 million tons, worth around 165 billion US dollars.
As the only sustainable fuel producer with independently developed integrated technology, covering the entire HEFA production process, and achieving large-scale production, Yisli's sustainable fuel is 100% derived from biomass waste (such as waste cooking oil, commonly known as gutter oil). Compared with traditional fuels, it can achieve a lifecycle greenhouse gas emission reduction of over 94.4%, exceeding the industry average. In 2025, by supplying SAF and HVO to customers such as airlines and logistics companies, Yisli assisted customers in reducing 1.2 million tons of greenhouse gas emissions, which is equivalent to offsetting the carbon emissions generated by one million economy class seats on direct flights to and from Hong Kong and London. Yisli currently has two sustainable fuel factories in operation. A company located in Zhangjiagang, Jiangsu Province, China, with an annual output of 350000 tons; The other one is located in Johor, Malaysia, with an annual production of 420000 tons. In addition to producing SAF, these two factories also simultaneously produce HVO mainly used for road transportation.
The SAF industry cooperation in the Greater Bay Area will continue to release development momentum, contribute to China's achievement of the "dual carbon" goal, and even promote the sustainable development of the global transportation industry, while maintaining national energy independence and providing a more solid green solution for the path of carbon reduction.
