Yang Xinzhi, Director of the Environmental Administrative Law Enforcement Supervision Bureau of the Provincial Environmental Protection Department, summarized this year's environmental law enforcement work as "4555": carrying out four special actions to assist in the battle against pollution prevention and control, namely the comprehensive compliance of industrial pollution sources, the special law enforcement action for air pollution prevention and control, the special inspection action for regional water pollution prevention and control, and the special law enforcement action for strengthening the supervision of air pollution prevention and control in Xuzhou City; Rectify 5 major environmental hazards and solve prominent environmental problems, namely comprehensively rectify the environmental problems of centralized drinking water sources at or above the county level, severely crack down on environmental violations of imported waste processing and utilization enterprises, deeply promote the standard discharge of garbage incineration power generation industry, clean up and rectify the environmental hazards of "scattered pollution" enterprises, and conduct in-depth inspections of prominent environmental problems in Yancheng City; Intensify efforts in five areas to enhance the level of law enforcement and supervision, namely increasing the application of environmental protection laws and supporting measures, strengthening the linkage between administrative law enforcement and criminal justice, building and applying mobile law enforcement systems, installing and connecting automatic monitoring systems, and promoting environmental information disclosure; Improve 5 work mechanisms and strengthen team capacity building, namely, improve the environmental law enforcement training mechanism, environmental law enforcement standardization mechanism, law enforcement capability guarantee mechanism, inspection and assessment guidance mechanism, and ideological and style construction mechanism.

Ensure that the central inspection feedback and rectification are in place

Environmental protection inspection is a major institutional arrangement of the State Council to promote ecological civilization construction and environmental protection work. After the Central Third Environmental Protection Inspection Group officially provided feedback on the inspection opinions to our province, the Provincial Party Committee and Provincial Government attached great importance to it. The Provincial Party Committee and the Provincial Party Committee's Comprehensive Deepening Reform Group conducted three special studies on the inspection and rectification work, and established a Central Environmental Protection Inspection and Rectification Work Group led by the Governor, responsible for comprehensively promoting the inspection and rectification work. Various regions and relevant departments have established a working mechanism that mainly focuses on personal management, specific responsibilities, and coordinated efforts among departments. They have strengthened organization, enhanced inspection and supervision, and carried out rectification work effectively and orderly, achieving phased results.

According to the decision and deployment of the State Council, the National Supervision Office will organize a "review" of the central environmental protection inspection provinces, including our province, this year, focusing on solving prominent problems, improving long-term mechanisms, and implementing work responsibilities.

Before the end of April, our province will follow the principle of "territorial management, whoever leads is responsible", and the people's governments of prefecture level cities and relevant departments of the province will organize self-examination and self correction. The Central Environmental Protection Inspection and Rectification Working Group will organize on-site inspections.
