6) Production process equipment, exhaust gas collection systems, and pollution control facilities should operate synchronously. When the exhaust gas collection system or pollution control facilities malfunction or undergo maintenance, the corresponding production process equipment should be stopped and put into use together after the maintenance is completed.

4. Coal related industries (including coal mines, coal washing (selection), coal chemical industry, coal storage and distribution yards, coal consolidation stations, type coal yards, etc.)

(1) Coal loading, unloading, storage, and transportation system

a. Coal storage yards, coal washing (selection) plants, coal stacking yards (coal storage yards, coal sales yards, coal blending yards), and coal consolidation stations (loading stations) should adopt fully enclosed silo strip or circular forms, with hardened ground and equipped with automatic sprinkler devices; Coal transfer, internal transportation, loading and unloading should be carried out using closed coal conveyor belts or overpasses. Mobile machinery such as loaders are prohibited from outdoor loading and unloading at coal consolidation stations (loading stations);

b. Coal conveying systems such as conveyor belts, overpasses, and transfer stations, as well as coal crushing and washing (selection) systems, should be enclosed and equipped with dust removal facilities;

c. Adopt automobile transportation and cover the transport vehicles; When using railway transportation, dust suppression measures such as spraying dust suppressants should be taken.

(2) Transportation and disposal of coal gangue

a. Coal gangue should be discharged horizontally, flattened and compacted, covered with loess, ecologically restored, and disposed of in a timely manner to ensure no spontaneous combustion;

b. Dust prevention and suppression measures such as hardening, vacuuming, and watering shall be taken for the gangue discharge road and loess transportation road to keep them clean and dust-free;

c. When transporting coal gangue and loess, the transport vehicles should be covered and new energy or fully enclosed vehicles that meet the National VI emission standards should be selected as much as possible.

(3) Mining and factory environment

The mining area, factory area, and connecting lines with main roads should be hardened and mechanically cleaned, vacuumed, and watered to keep the factory roads, rainwater drainage ditches, green belts, and hardened sites clean and free of dust accumulation; Transport vehicles should clean their wheels and body when leaving the factory area.

5. Non coal mining industry

(1) Mining and crushing

a. Mining operations should use drilling machines equipped with dust collectors;

b. The crushing production and processing process should be equipped with enclosed factories or workshops, as well as dust removal and spraying systems. The crushing system should be sealed, and the conveying corridor should be fully sealed; The crushing workshop and screening workshop must be equipped with dust collection devices and bag dust removal devices; Dust suppression measures such as watering and spraying must be taken at the discharge port;

c. The control of unorganized emissions from mining and crushing shall be carried out in accordance with the unorganized emission limits for air pollutants in the "Emission Standards for Air Pollutants in the Cement Industry" (GB4915-2013).
